I hope thats a fairly obvious one for you guys? Chip modification is not a good way forward - after all, we are in 2010! There is no need for an electricians skillset and soldering experience! And did you know that when you open up your box you automatically void your manufacturers warranty? Software modification only is definitely the way forward.

Well, it depends on which software you choose as discussed in point 2! It should be as simple as downloading the software electronically, transferring to your Wii, and then following the step-by-step instructions.
