How to buy internationally on Ebay
Sometimes we find the need to buy an item internationally. There can be several reasons for this. We may not be able to find the item in our own country. The currency in the country we want to buy from may be weak compared to the currency in our country, thus making a regular priced item in one country a real deal in another. Sometime the seller is just selling the item real cheap and it is a bargain which ever way you look at it. Now buying an item from another country is more involved than purchasing an item in your own country. First off, there is a greater chance of fraud. You have to consider the country you are buying from. What kind of laws do they have? Is it a poor country? Is there war or emergency situations going on there? Does the seller speak your language? How much feedback do they have from buyers outside their own country, and how long have they been on Ebay? Once you get past the trust stage, you have to focus on how much you are going to pay and how long it will take for the item to arrive. After all this item isn't coming from around the block. What kind of postal carrier are they going to use? Is the package insured and by whom? Is the item allowed in your country? Most important, will there be a customs tax? Chances are the seller will not know this because the seller has nothing to do with customs taxes. A customs tax is a charge that the customs department of your country may charge you before delivering the package to you. The laws on this often change and are variable from country to country. It is the buyers responsibility to check with their local customs office to see if there is a customs charge and/or if the item is allowed into their country.
You also have to know how much it weights. Heavy items will cost a lot to be shipped internationally. Now the shipping price for an Ebay item is in the listing thru a shipping calculator you use to find how much the listing charges for shipping to your country. You can usually see in the list the shipping time to your country also.
Now what happens is that when you make your purchase, the seller begins to arrange to have your item sent to you. He/she puts together the necessary forms with a description of the item. It is packaged and sent. After it leaves the sellers country it is out of the sellers control, and sometimes it is impossible for the seller to know it's whereabouts. When it arrives at the buyer country, it goes into customs. Here it is screened and evaluated with thousands of other packages. The customs officals determine whether the item is allowed into the country and/or if there is a tax that is to be placed on the item. The time it takes for an item to clear customs is extremely variable. It could take from a day to several weeks. Again this is not the fault of the seller since it is out of his/her control. Delays can be caused by a lack of customs officals, a large volume of packages passing through at a given time, a customs supervisor may be unsure of a packages content, and many other things. Once the item clears customs it is sent to a delivery unit depot and prepared to be sent out to the buyer.
So as you can see, the time line for an international order is much longer than just ordering an item from someone in your own country. We do sell items internationally all the time, but we do notice that many international buyers get concerned if the delivery time seems to be taking too long, so we maintain contact with them and explain how the procedure works. We also don't send anything internationally without insurance
Now when you consider buying an item internationally, you should ask the seller if they will provide you with proof of shipping. This way you know if the seller actually sent anything at all. It is also good in determining if a package receive late is the fault of the seller.
My final piece of advice and a very important piece, don't ask the seller to send an item with a declared value less than the actual value you paid. First off it can cancel any insurance on the item in the event it become lost. More importantly, there can be legal issues that arise due to mail fraud. Your item can be seized, and/or you and the seller may find yourself in hot water with the postal authorites. It is best not to take chances and conduct an honest transaction.
