Is there a region free hack for PS2 games?

My brother wants to get Naruto Ultimate Ninja 3 for PS2. But the problem is we live in Australia and it's not out for Australia and it won't be till another year till it comes out for Australia. So what I am planing to do is by the US version of Naruto Ultimate Ninja 3 then get some region free hack that makes your ps2 region free, but I don't want to get into mod chips, I want to get something like a freeloader http://us.codejunkies.com/Products/Wii-FreeLoader--US-Version__EF000593.aspx
(Wii Freeloader.. just an example) I want something like a disc hack like freeloader.
P.S: If you are answering this question make sure it is compatibal for an Australian PS2.

Basically it bypasses the region restrictions and allows you to play foreign titles, and back up games you burned to a DVD.

You would get the PAL version of Swap Magic, since Australia is a PAL region.

Since I assume Naruto 3 has only been released in NTSC regions (US and Japan) then you would have to buy the NTSC disc. This will cause problems if you don't have the correct TV. I know they sell TVs that display both NTSC and PAL signals, but you'd have to check whether your TV does or not (it probably only does PAL).

I believe they sell converters if you don't have the right TV, but you'll have to do research on that because I know nothing about it.
