Game of the year can't be picked or announced untill all Hot/Most waited games for the year are all reviewed. And a game review can't be done untill the game is released since the community gamers vote counts.
Noticed how Black Ops was expected to have a rating of 9+ and the week after it was released, it went down to 7.5
